Deal names MacCartney as budget director

Gov. Nathan Deal has named Teresa MacCartney as chief financial officer and director of the Governor’s Office of Planning and Budget, where she replaces Debbie Dlugolenski Alford, the new president of the state lottery.

MacCartney went to work in the Office of Planning and Budget in 2001 before leaving in 2003 to become senior policy adviser for budget and government affairs at the Georgia Student Finance Commission.

She returned to Planning and Budget in 2005 as director of the education division and was promoted to deputy director of the budget office in 2010.

During her stint at Planning and Budget, MacCartney has been the state leader for the Federal Stabilization and Education Jobs programs. She was deputy superintendent in charge of Georgia’s application for the Race to the Top federal grant program for education innovation.
