DCH affirms SHBP contract awards to Blue Cross, Express Scripts

Community Health Commissioner Clyde Reese has confirmed the award of contracts for administration of the State Health Benefits Plan (SHBP), the $3 billion health insurance program that covers 650,000 state employees, teachers and retirees.

Blue Cross Blue Shield of Georgia will handle claims administration for the health plan, while Express Scripts Inc. will be the pharmacy benefits manager under the contracts approved by Reese.

“DCH’s process to make the proposed direct award was open, competitive, and inclusive,” Reese said in a letter issued Thursday.

Blue Cross will replace the current administrators of the state plan, Cigna and UnitedHealthcare.

UnitedHealthcare is challenging the contract award in Fulton County Superior Court and has retained Randy Evans, who represents Gov. Nathan Deal on ethics issues, and former attorney general Thurbert Baker to argue its case.
